I rode POTC in the Magic Kingdom today, and Doug pointed out something. The pirate in the burning town with all the hats had only one hat on his head. So I
asked about this at the unload, and it's temporary. They said "he lost them" or "he lost them in the water" but they will be returned.
So apparently it's a temporary situation.
